The Senior Planning Technician is responsible for planning and coordinating all safety of line inspections, maintenance, renewals, and enhancements. This will include all aspects of safe works planning: access, isolation, resourcing, materials, plant and machine requirements.
The Senior Planning Technician will support the Works Planning Manager and Principal Planning Technician in development of asset, infrastructure and access systems and their processes
The Senior Technician will assist the Principal Technician in their responsibilities by leading their work streams and delivering Safe work planning for the Infrastructure Maintenance organization.
Key Accountabilities:
Plan the delivery of Infrastructure maintenance works, renewals works and support of contracted services. This includes completion of on-site inspections, self-assurance checks and quality checks.
Plan the delivery of maintenance tasks as specified by the Infrastructure Maintenance Engineer’s, complying with defined standards, processes, procedures and performance to be delivered.
Work with the Engineering and Delivery Managers teams, ensuring that Safe work planning is delivered so that the operational requirements align with the maintenance engineering asset management requirements and deliver a compliant, safe, operable and maintainable railway.
Responsible for medium- and Short-term planning and followed through post-delivery, acting as an issuing authority to allow work to be undertaken on the infrastructure via the permitting system.
Ensure Infrastructure and Asset maintenance standards are met by applying established Safe work planning policies and procedures to ensure safe delivery of all Maintenance activities.
Continuous improvement through the delivery of change initiatives.
Knowledge:
Good understanding of the safety of line and the critical structure of safe work access, works planning and isolation planning in the Rail Industry
An understanding of railway safety-related standards regime and processes
Good knowledge of railway track access and works planning maintenance techniques gained through practical application
An understanding of logistical processes and procedures
Good understanding of the working railway environment and understanding of a railway engineering discipline.
Skills:
Excellent communication skills with proven negotiation and influencing skills explicitly with external contractors
Excellent decision-making and analytical skills
Established risk management skills.
Ability to formulate and articulate clear visions for the planning and delivery of initiatives and programmes
Experience:
Experience understanding and practical experience of UK rail standards
Demonstrable practical experience in maintenance access planning.
Demonstrable practical experience in safe work planning, work coordination and management of risk.
Desirable rail infrastructure maintenance IM systems and protocols
